Transitioning Contractors

Contractors that have participated in either a NYS Electric Utility or NYSERDA heat pump program are encouraged to join the NYS Clean Heat Participating Contractor Network.

  • Contractors active in NYSERDA’s ASHP and GSHP incentive programs as of March 31, 2020 do not need to re-apply to become part of NYS Clean Heat Participating Contractor network but will be required to sign the utility-specific Participation Agreement(s) by July 1, 2020.
  • Contractors installing residential and small commercial ASHP equipment who have participated in a NYS Electric Utility heat pump program prior to April 1, 2020 are eligible to apply for incentives for residential and small commercial ASHP installations under Category 1 ccASHP: Partial Load Heating and Category 2 ccASHP: Full Load Heating of the NYS Clean Heat Program through August 1, 2020. Contractors must submit credentials and documentation (as detailed in the “Participating Contractor Requirements” section of the NYS Clean Heat Program Manual) and a signed Contractor Participation Agreement no later than July 1, 2020 to be eligible to participate in the NYS Clean Heat Statewide Heat Pump Program.

Heat Pump Contractors that have not participated in either a NYS Electric Utility or NYSERDA heat pump program will need to apply to become a NYS Clean Heat Participating Contractor.

Installers of HPWHs are not required to join the Participating Contractor Network. Additional details and requirements for applying can be found in Section 4 of the NYS Clean Heat Program Manual.

Step 1. Contractor Application and Utility Agreements

Step 1a. Participating Contractor Application

(not required for active contractors in NYSERDA’s ASHP and GSHP programs)

Existing NYS Electric Utility contractors must complete the Contractor Application Form by June 15, 2020 for continued participation.

Note: there is only one joint-utility form covering all NYS Electric Utilities

Step 1b. Utility-Specific Participation Agreements

To be eligible to apply for incentives from a NYS Electric Utility, Contractors must email the completed Participating Contractor Application (only required for new Contractors, or transitioning NYS Electric Utility Contractors), Contractor Participation Agreement, W9, and supporting documentation to each Utility they plan to submit incentive applications to.

Step 2. NYSERDA Participation Agreement

NYSERDA is providing Quality Assurance for the Statewide Heat Pump Program through December 31, 2020. Additionally, NYSERDA administers the Green Jobs-Green New York (GJGNY) Loan Fund which enables Participating Contractors in the NYS Clean Heat Statewide Heat Pump Program (NYS Clean Heat Program) to offer residential financing to their customers.

All Participating Contractors in the NYS Clean Heat Program are required to read and sign the NYSERDA Agreement. The agreement covers general indemnification and insurance requirements and terms and conditions related to the GJGNY Financing Program.

Additionally, the information you provide here, will populate the NYS Clean Heat Participating Contractors searchable list that potential heat pump customers can use to locate contractors in their area.

Step 3. Incentive Applications

  • Central Hudson Gas & Electric
  • Con Edison
    • Residential, Multifamily, and Small-to-Medium Business Projects: Submit project incentive applications directly into the online intake tool (OIT). Email CleanHeat@ConEd.com, stating that you have project(s) that are ready for pre-approval/submittal. Con Edison, or its associated implementation contractors, will follow up with login credentials for the OIT.
    • Commercial and Industrial (C&I) and Large Custom Projects: email CleanHeat@ConEd.com, stating that you have project(s) that are ready for 1) submittal of projects requesting prescriptive incentives or 2) requesting review of a project for custom incentive eligibility. Con Edison, or its associated implementation contractors, will follow up regarding project data requests, project eligibility, and/or pre-approval decisions.
    • Please note only projects from eligible Participating Contractors will be accepted for review. For custom incentive projects, Con Edison, or its associated implementation contractors, will follow up regarding project eligibility and pre-approval decision.
    • Con Edison is working to finalize a heat pump contractor incentive process and will communicate the finalized process shortly. For any general inquiries, please also reach out to CleanHeat@ConEd.com.
  • National Grid
  • New York State Electric and Gas Corporation
  • Orange & Rockland
    • For all Orange and Rockland Projects: email info@OandRresidential.com, stating that you have project(s) that are ready for submittal. Orange and Rockland, or its associated implementation contractors, will follow up with a unique link for project data upload to an SFTP site.
    • Please note only projects from eligible Participating Contractors will be accepted for review. For custom incentive projects, Orange and Rockland, or its associated implementation contractors, will follow up regarding project eligibility and pre-approval decision.
